Packing category 3 winds, Hurricane Havoc slammed into Frenchman's Reserve on Monday morning, flooding streets, damaging homes and knocking out power in the residential community off Hood Road.
That was the simulation faced by city police, fire and emergency crews during a two-hour test at the city's emergency operations center located between city hall and the police station. The $3.1 million building can withstand category 5 winds and is self-sustainable for water, sewer and power for 72 hours.
